Unsolicited Proposals
An unsolicited proposal is a written offer submitted to SCAG on the initiative of the proposer, not in response to any SCAG-issued solicitation. It presents a new or innovative idea aimed at securing a contract.
To qualify, the proposal must offer pragmatic, value-added solutions that support or accelerate SCAG’s regional goals and must be distinct from projects already included in SCAG’s budget or work plan.
Please review SCAG’s Unsolicited Proposal Policy Pilot for detailed information on how to submit. To be eligible for review, all unsolicited proposals should be submitted electronically to unsolicitedproposal@scag.ca.gov for intake by the Contracts Administration Department.

- Sponsor/Source: California Department of Housing and Community Development- The California Department of Housing and Community Development announces the availability of approximately $50 million in funds available through this first round of the Tribal Multifamily Finance Super Notice of Funding Availability. This notice of funding availability makes funds more easily accessible to Tribes and Tribal entities and provides flexible options to address the unique needs of Tribal communities to achieve better outcomes in health, climate, and household stability. - Deadline: Feb. 28, 2026

- Permanent Local Housing Allocation
- Sponsor/Source: California Department of Housing and Community Development- The Permanent Local Housing Allocation Program facilitates housing affordability, particularly for lower- and moderate-income households, by supporting projects that increase housing supply for households at or below 60 percent of area median income, assist affordable owner-occupied workforce housing, and assist persons experiencing or at risk of homelessness.
