SCAG, in partnership with California’s other largest metropolitan planning organizations, has played a leading role in the development of Senate Bill (SB) 1087 (Cabaldon). This legislation seeks to modernize SB 375, the landmark 2008 law that established California’s sustainable communities strategy (SCS) program.

Since introduction, SB 1087 was presented at seven public legislative meetings before advancing to the Assembly floor for final consideration. The Assembly passed SB 1087 on Sunday, Aug. 30, followed by final Senate passage on Monday, Aug. 31. The bill now heads to the governor’s desk, where he has until Sept. 30 to sign or veto the measure.

Local, regional, state, industry, and community leaders gathered today at the Riverside Convention Center for the 2026 Inland Zero Emission Vehicle Forum to advance zero-emission vehicle and infrastructure deployment across Inland Southern California. Co-hosted by the Western Riverside County Clean Cities Coalition and the Southern California Clean Cities Coalition, the annual forum provides a collaborative space to share knowledge, strengthen partnerships, and accelerate the transition to clean transportation.

On Aug. 18, SCAG hosted the “Advancing Clean Transit Through Innovative Tools and Strategies” Toolbox Tuesday to explore practical strategies and best practices for transitioning Southern California transit systems to zero-emission technologies. 

Help improve traffic safety in local communities and learn more about SCAG’s Planning for Main Streets project, a regional effort to reimagine state highway corridors that double as community main streets, by attending a pop-up during an upcoming community event. SCAG is hosting seven pop-ups to gather input from local communities where the projects are located.

SCAG received various program and project modifications to the 2025 Federal Transportation Improvement Program (FTIP), summarized as proposed Amendment #25-31, from the county transportation commissions representing Los Angeles, Orange, Riverside, San Bernardino, and Ventura counties. The public review period starts on Aug. 4 and will conclude at 5 p.m. on Aug. 13.

On July 28, SCAG hosted a Toolbox Tuesday session to demonstrate the SoCal Transportation Safety Predictive Modeling and Analysis Platform, a new tool in development by SCAG to support local jurisdictions investing in traffic safety. 

The session demonstrated how the platform can be used for data-informed safety planning and capital investments and support local agencies and jurisdictions during grant application processes—such as the Active Transportation Program and the Safe Streets and Roads for All program—by providing data and visualizations to identify priorities, document needs, and visualize project benefits.

The 21st Century ROAD to Housing Act, which became law on July 11, is the largest housing package enacted by the federal government in decades. It is designed to increase housing supply, modernize federal programs, reduce regulatory barriers to development, expand access to financing for home construction across the country, and increase veterans’ access to federal housing programs. 

SCAG today published five new white papers that showcase how big data analytics can support local mobility planning in Southern California. The white papers correspond to five distinct mobility case studies in the cities of Anaheim, Culver City, Pasadena, and Pomona, as well as San Bernardino County. 

The SCAG Transportation Data Analysis Technical Assistance (TA) Program promotes the use of emerging data tools to support data-driven planning across the region. As part of SCAG’s Regional Pilot Initiatives program, the TA Program supports local agencies in accessing advanced mobility datasets and technical guidance to address complex transportation challenges. 

SCAG is circulating the Community Hubs for Mega-Events Needs Assessment Survey to learn how local jurisdictions are planning fan zones and community hubs for the 2028 Summer Olympic and Paralympic Games.

On July 2, SCAG’s Regional Council authorized public comment for the Draft 2027 Federal Transportation Improvement Program (FTIP) and Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy Draft Amendment 2 for public comment. SCAG will now conduct a public review and comment period for the Draft 2027 FTIP and Connect SoCal 2024 Draft Amendment 2 from July 6 to Aug. 4. 

The SCAG Regional Council approved the approach and methodology for the Senate Bill (SB) 79 mapping requirement at its July meeting.
